2017年3月,国际民用航空组织理事会通过了新的二氧化碳排放标准。作为环境协议的组成部分,国际民用航空组织及其成员国规定:“到2028年,生产过程不符合该二氧化碳排放标准的飞机将不得投产,除非针对其设计进行过充分修改。”

鉴于对767机型重大燃油消耗进行瘦身的局限性,波音需要提供新的产品,以满足其预期市场对中型专用货机不断增长的需求。

基于该考虑因素,也为了扩大其NMA的商业应用案例,波音已将对话范围扩大到客机出租人和航空公司以外的领域。

据三位熟悉或听取了讨论对话的知情人士透露,波音一直保持着与FedEx的沟通,意在将FedEx发展成为波音NMA货机版的潜在运营商。

波音和联邦快递(FedEx)均拒绝对此发表评论。

对于在NMA项目周期内会有4,000-5,000架飞机的潜在市场需求预期,波音表现出确信态度,但是诸如通用电气(General Electric)等发动机制造商们却保持谨慎态度。波音尚未对其预测数据展开详细的公开说明。
